What resources are available to residential and/or commercial customers that are at risk of terminated service?

Customers can contact our support team at (800)752-6633. Con Edison also offers multiple assistance programs for residential and commercial customers and based on eligibility, we provide deferred payment plans and extensions.

  • Home Energy Assistance Program (HEAP): Offers aid for income-qualified residents to help cover heating expenses, administered by the Office of Temporary and Disability Assistance (OTDA).
     
  • Bill Payment Agreements: Provides payment plans for residential and commercial customers more than 60 days past due on their balances, including special plans for low-income customers.
     
  • Budget Billing: Allows customers to average their energy bills over an annual period for consistent monthly payments. Not a discount program.
     
  • Energy Affordability Program (EAP): Offers discounts on the monthly energy bill to customers receiving benefits from an eligible governmental assistance program.
     
  • EnergyShare: Provides up to $200 in utility bill assistance for vulnerable New Yorkers. Eligibility requires good-faith payment and government assistance.
     
  • Energy Efficiency Programs: Incentives for energy-efficient upgrades available to renters, homeowners, and businesses. Income-eligible customers may receive incentives at no cost.
     
  • Empower+: A no-cost energy efficiency upgrade program for low- and moderate-income New Yorkers administered by NYSERDA.
     
  • Seniors and People with Disabilities: Special protections and payment programs are available for customers aged 62+, blind, or disabled, including quarterly billing for eligible seniors. Sign up by logging in to My Account or by calling Senior Direct at 1-800-404-9097.
     
  • Medical Emergency: Customers hospitalized for 10 days or more may get an extra 30 days to pay their bill by completing a Medical Emergency form or calling 1-877-582-6633.
     
  • Domestic Violence: Survivors can opt out of their energy service contract without penalty by providing written attestation.
     
  • Religious Organization/Veterans Hall/Post, or Community Residence:
